En los Presupuestos de las dos próximas vigencias, a partir clei año de 1961, serán incluidas las sumas a que se refieren los artículos pertinentes de esta Ley, pero de no recurrir así, el Gobierno queda facultado para efectuar las traslaciones requeridas y las operaciones de crédito necesarias para dar estricto cumplimiento a este mandato legal.
