La suma destinada por la presente Ley será incluida en el Presupuesto de la próxima vigencia fiscal, pero si así no se hiciere, queda facultado el Gobierno para abrir los créditos adicionales o hacer las traslaciones, dentro de dicho Presupuesto, que permitan la cumplida ejecución de lo ordenado por los artículos anteriores.
