Articulo 21. Si se notare alguna diferencia entre el cargamento de un bongo i la papeleta de los bultos que descarga, se practicarán inmediatamente todas las dilijencias conducentes a la averiguación de los hechos i a impedir el contrabando, i de todo se dará cuenta a la Aduana.
