ARTICULO 2o. El presente Decreto rige a partir de la fecha de publicación y deroga las disposiciones que le sean contrarias, en especial los Decretos números 3141 del 28 de octubre de 1985, 0649 del 9 de abril de 1987, 2497 del 29 de diciembre de 1987 y 955 del 27 de mayo de 1993.
