Articulo 4 º. Cuando lo estime conveniente, el Consejo podrá solicitar la colaboración de técnicos en las materias de que se ocupa, constituir comisiones especiales para el estudio de determinados problemas e invitar a las personas cuyas opiniones crea útiles para que las expongan en el seno del Consejo pleno o de cualquiera de sus comisiones.
