El presente decreto rige a partir de su publicación en el Diario Oficial y deroga todas las disposiciones que le sean contrarias, en especial las Resoluciones 10 de 1993, 1º de 1995, 3 de 1998 del Consejo Superior de Comercio Exterior, los artículos 1º y 2º del Decreto 4406 de 2004, el Decreto 1846 de 2005 y el artículo 7º del Decreto 4553 de 2005.
