La declaración de que es nacional la sección Chusacá al Salto de Tequendama, depende de la condición esencial de que ni el Departamento de Cundinamarca, ni el Distrito de Soacha, cobren a la Nación indemnización alguna; y el empréstito se hará siempre que la Asociación Automoviliaria de Bogotá no exija favor, gracia o privilegio alguno en su beneficio para el tránsito de sus vehículos en aquella sección de la carretera o en la sección de Tres esquinas a Chusacá.
