º El Ministro de Hacienda y Crédito Público será el ordenador de gastos de la parte del presupuesto de la Comisión Nacional de Valores, que no corresponda al Fondo Especial de que trata el artículo 15 de la Ley 32 de 1979 y el artículo 15 del Decreto 831 de 1980, pero podrá delegar esta función en el Presidente o en el Secretario General de dicho organismo.
