El Director que convoca un Consejo de Guerra Verbal, nombra por sorteo entre los oficiales superiores disponibles, a tres vocales, el más antiguo de los cuales lo preside. También nombra al Fiscal. Todos los nombrados deben reunirse a la mayor brevedad instalando el Consejo. Quien convoca el Consejo, o el oficial nombrado como instructor o el que lo preside, puede ordenar la detención del reo o reos.
