De acuerdo con la reglamentación que dará el Ministerio de Agricultura y Comercio, se auxiliaran las cooperativas agrícolas de producción de dulce, especialmente las orientadas hacia la elaboración de azúcar, con el fin exclusivo de que financien a los cultivadores en pequeño cooperados, de caña de azúcar.
