Los cargos de las Oficinas Seccionales de Escalafón serán provistos por las Juntas Administradoras de los Fondos Educativos Regionales, y el acto de nombramiento lo expedirá el jefe de la entidad territorial en su calidad de Presidente de la Junta Administradora del Fondo Educativo Regional, con la refrendación del Delegado Permanente del Ministerio de Educación Nacional ante el respectivo FER. Se exceptúa el nombramiento del Jefe de la Oficina Seccional de Escalafón.
