Concurrencia de las entidades públicas del orden nacional, departamental o municipal en proyectos de vivienda de interés social. Las entidades públicas del orden nacional, departamental o municipal, podrán invertir recursos en programas colectivos de Vivienda de Interés Social (VIS). En aquellos municipios en donde haya aporte en lotes municipales en los programas de VIS, que cuenten con financiación de la Nación, dichos lotes se adjudicarán por el sistema de libre concurrencia y selección objetiva entre los constructores interesados, que ofrezcan menor valor de la vivienda.
