El Interventor también podrá, cuando lo crea conveniente, ordenar el reconocimiento de la carga oficial y exigirá de los comisionistas, consignatarios, compañías fluviales, ferroviarias y de cualesquiera otros intermediarios en los servicios de transportes, los inventarios o informaciones de la carga o mercaderías ajenas que tengan en su poder, especialmente de la llamada rezagada , procedente de la congestión del trafico en los últimos años.
