Cada localidad estará sometida a la autoridad del Alcalde Mayor, de una Junta Administradora Local, y del respectivo Alcalde Local. A las autoridades locales les compete la gestión de los asuntos propios de su territorio y a las autoridades distritales, les corresponderá garantizar el desarrollo armónico e integrado de la ciudad y la eficiente prestación de los servicios a cargo del Distrito Capital.
