Una vez cerrado el primer debate, los Presidentes de las Comisiones de Presupuesto de las dos Cámaras legislativas, si no decidieren hacerlo ellos mismos, pasarán el proyecto a dos nuevos ponentes para su revisión e informe de cada uno para segundo debate, tanto en la Cámara de Representantes como en el Senado.
