º El Instituto Nacional del Transporte elaborará el estudio de costos mensuales del transporte público colectivo urbano que servirá de base para fijar las tarifas que se cobrarán a los usuarios y las sumas que mensualmente se reconocerán conforme al artículo primero del presente Decreto. La Junta Directiva del INTRA fijará los criterios para este efecto mediante acuerdo.
