Las libranzas o pagarés de que trata el artículo anterior tendrán un plazo de un año para su amortización, contado a partir' de la fecha de su expedición, pudiendo ser renovados por un año más, y devengarán interesas a la rata del 4% anual, pagaderos junto con el principal al vencimiento de éstos.
