A partir del año 2003, los municipios certificados no podrán pagar este personal con recursos del Sistema General de Participaciones; y los departamentos sólo podrán pagar el personal que previo ajuste de plantas, apruebe el Ministerio de Educación Nacional, de acuerdo con las proyecciones de cuota de administración departamental por alumno atendido.
