Articulo primero. Delégase en la Junta Administradora de las. Empresas Públicas de Cartagena, la construcción de las obras a que se refieren la Ley de 1944 y el contrato celebrado entre el Gobierno Nacional y el Municipio de Cartagena, que consta en la escritura pública número 2891 de 1945,otorgada en la Notaría Tercera de Bogotá. La Junta podrá realizar tales obras mediante contrato o contratos.

Parágrafo

La interventoría de las obras y de los contratos la ejercerá en todo caso el Ministerio de Obras Públicas.
