º El Instituto de Crédito Territorial podrá emitir bonos, con el objeto de allegar recursos para la nueva Sección o para la campaña de la vivienda campesina. Dichos bonos estarán exentos de todos los impuestos nacionales, departamentales y municipales, tendrán la garantía del Estado y estarán garantizados además con la cartera del Instituto y con el capital y reservas del mismo.
