del artículo 55 del Acto Legislativo número 1 de 1979, decretase un gasto público de dos mil trescientos cincuenta millones de pesos ($ 2.350.000.000) para ser utilizados durante 1982 con estricta sujeción al plan y programa aprobados por la Ley 30 de 1978 y a las normas de la Ley 25 de 1977 y demás disposiciones que las modifiquen o adicionen.
