Art. 62. Toda persona que desee algún documento del archivo, original ó en copia, ó que por cualquier motivo tenga que dirigirse al Gobierno por conducto del Ministerio de Fomento, hará su memorial en el papel correspondiente y lo rotulará al Ministro de Fomento, en pliego cerrado, ó lo hará llegar abierto á la Sección 1ª á fin de que allí sea registrado y repartido. Ningún asunto será despachado mientras no haya sido llenada esta última formalidad.
