Recibido en el Tribunal la solicitud a que se refiere el anterior artículo el Presidente de la Corporación someterá dos miembros de ella, dentro de veinticuatro (24) horas, y bajo su presidencia se elegirá, por pluralidad de votos, el Magistrado que dentro de las cuarenta y ocho (48) horas siguientes a la designación, deba presentar, con vista de los documentos respectivos, el proyecto por medio del cual se confirme, reforme, o derogue la Resolución del Gobernador, proyecto que será acogido o rechazado por mayoría de votos.
