Plurianualidad. Los componentes del Sistema Presupuestal del Sistema General de Regalías deben propender porque este opere con un horizonte de mediano plazo, en el cual se puedan identificar los ingresos del mismo y se definan presupuestos que abarquen una bianualidad, la cual comienza el 1° de enero y termina el 31 de diciembre del año siguiente al de su inicio.
