Declárase de urgente e imprescindible necesidad la pronta construcción de la Penitenciaria de Pamplona, para lo cual se destina la suma de treinta mil pesos ($ 30.000) anuales. Parágrafo. El Gobierno queda autorizado para adquirir el lote o lotes necesarios para la edificación de la mencionada Penitenciaria, tomando de las partidas de que trata este articulo las sumas necesarias para tal objeto.
