Para efectos de la asignación, ejecución y control de los recursos de la Nación destinados a las instituciones oficiales de educación superior, se debe dar estricto cumplimiento a lo establecido en los artículos 19, 20. 21, 22, 23, 24, 95, 96 y 122 del Decreto extraordinario 294 de 1973 y normas reglamentarias, y a las normas fiscales que le sean aplicables de conformidad con el artículo 90, Decreto extraordinario 80 de 1980.
