ART 311. En receso de las Cámaras la gestión de recompensas militares podrá hacerse ante el Gobierno; pero el que la hiciere, cualquiera que sea el resultado que obtenga, no podrá luego ocurrir al Congreso haciendo reclamación por la misma causa.
