Los espacios de televisión no podrán estar al servicio exclusivo de ningún movimiento proselitista. Sinembargo, el Ministerio de Comunicaciones, de conformidad con lo dispuesto por los artículos 193 de la Ley 28 de 1979 y 202 y 208 del Decreto-ley 222 de 1983, reglamentará las oportunidades y la forma mediante las cuales los partidos o movimientos políticos, en igualdad de condiciones, tendrán acceso a los espacios de televisión.
