DE LAS ORGANIZACIONES POPULARES DE VIVIENDA. Sin perjuicio de que las solicitudes y quejas puedan ser presentadas ante las empresas públicas domiciliarias en forma individual o colectiva, o mediante apoderado, podrán presentarse también por intermedio de las Organizaciones Populares de Vivienda señaladas en el artículo 62 de la Ley 9º. de 1989, con el objeto de coadyuvar al desarrollo de los programas de vivienda por sistemas de autogestión o participación comunitaria.
