El Gobierno, antes de expedir los estatutos que por esta Ley se autorizan, solicitará concepto a una comisión integrada por la Sala de Consulta y Servicio Civil del Consejo de Estado y por dos Senadores y dos Representantes designados por las respectivas corporaciones.
