Art. 2.° Los Presidentes o Jefes superiores de los Estados, en cuyo respectivos puertos se encuentran los buques que componian la marina de guerra de la República, dictarán las providencias convenientes para que a la mayor brevedad sean desarmados dichos buques i se retiren las tripulaciones de guerra.
