Art. 21. Los Consejos, Juntas y Jurados electorales se instalarán de pleno derecho, y sin necesidad de convocatoria especial, en los días señalados en esta ley, o en los siguientes, si por algún motivo cualquiera la instalación no pudiere verificarse el día señalado. De la misma manera se reunirán siempre que deban hacerlo con arreglo a esta Ley, para ejercer las funciones de su cargo.
