Art. 3.° Los individuos que, en servicio del Gobierno, por motivo de la guerra, no hubieren podido pagar oportunamente el impuesto sobre minas de que trata el Capítulo xi del Código del Ramo, podrán efectuar tal pago un mes después de restablecido el orden público, sin que por ello pierdan su derecho de posesión.
