Autorizase al Gobierno para constituir, como garantía adicional del empréstito hasta por dos millones de pesos, con destino al Palacio de Comunicaciones en la Ciudad de Bogotá, de que trata la Ley 85 de 1936 , hipoteca sobre el mismo edificio de Santo Domingo que será objeto de la obra allí prevista, con el terreno que comprende la edificación.
