Autorízase igualmente al Gobierno para hacer las operaciones de crédito necesarias en orden al cumplimiento de la presente Ley, pudiendo celebrar contratos con personas naturales o jurídicas, nacionales o extranjeras, y que aseguren plenamente la financiación de las obras, y también se faculta al Gobierno para abrir los créditos extraordinarios que sean necesarios.
