El Ministerio de Minas y Energía efectuará las acciones de monitoreo, seguimiento y control que permitan medir el avance del programa de utilización o sustitución de bombillas incandescentes por bombillas ahorradoras de energía específicamente Lámparas Fluorescentes Compactas (LFC) de alta eficiencia, así como determinar el potencial de ahorro de la energía, la magnitud del impacto que se produce y la evaluación de las medidas. También implementará la forma de reciclar los equipos ineficientes altos consumidores de energía eléctrica.
