El Gobierno designará un Comité para redactar los estatutos del Instituto Colombiano de Bienestar Familiar, los cuales, una vez aprobados por el mismo Gobierno, regirán las actividades de dicho Instituto y las facultades y deberes de sus distintos órganos. Los estatutos podrán ser reformados en cualquier tiempo por la Junta Directiva con la aprobación del Gobierno.
