Art. 2º La recolección se hará por esta Gobernación y por los Prefectos de las Provincias y Alcaldes municipales, con el apoyo de la fuerza armada y de la Policía departamental, con intervención de los Jefes militares y Recolectores que se nombren por el Gobierno nacional. Esta recolección se hará escrupulosamente pueblo por pueblo, y en éstos por predios, haciendas y veredas.
