Igualmente, a iniciativa del Gobierno la ley determinará lo relativo a planes y programas de desarrollo económico y social y de obras públicas de los Municipios, y podrá también atendiendo sus categorías, conforme al artículo 198, otorgar exclusivamente al Alcalde la iniciativa de los proyectos de acuerdo sobre determinadas materias. (Artículo 189, inciso segundo, de la Constitución Política).
