Serán obligaciones de los Capitanes y tripulantes de todas las naves mercantes que entren en los puertos de la República prestarse mutuo auxilio, siempre que algún accidente lo haga necesario. Este auxilio será exigido u ordenado por el respectivo Jefe del Resguardo, cuando alguno rehusare prestarlo, y a solicitud de parte interesada.
