Creáse el Fondo de Fomento Algodonero para el manejo de los recursos provenientes del recaudo de la cuota de fomento algodonero y del patrimonio formado por éstos el cual se ceñirá a los lineamientos de política sectorial del Ministerio de Agricultura y Desarrollo Rural. La entidad administradora, está obligada a manejar los recursos del Fondo en cuentas separadas, de modo que no se confundan con los recursos y patrimonio propios de dicha entidad.
