Articulo 1.° Las libranzas mandadas emitir por decreto del Poder Ejecutivo, número 529, de 13 de setiembre de 1876, i que son amortizables en el 25 por 100 de la parte libre de las rentas de Aduanas i Salinas, pueden cambiarse por pagarés del Tesoro, siempre que el interesado, por cada cien pesos que reciba en esta clase de documentos, consigne $ 70 en libranzas i $ 30 en dinero sonante, cediendo en favor del Tesoro los intereses que las mencionadas libranzas hayan devengado.
