La Constitución Política tendrá un artículo nuevo del siguiente tenor: La política económica general velará por la equidad social, el aumento de la productividad, el pleno empleo y el mantenimiento de la capacidad adquisitiva de la moneda. Para cumplir los fines sociales del Estado, la ley promoverá el acceso equitativo a la propiedad e impedirá que se obstruya o que se restrinja la libertad económica y evitará o controlará cualquier abuso que personas o empresas hagan de su posición dominante en el mercado nacional. La política agraria constituye una prioridad de la política económica.
