º La celebración de empréstitos internos sin garantía de la Nación, cualquiera que fuere su cuantía, solo requerirá de la autorización previa otorgada por la Junta Directiva de La Empresa Nacional de Telecomunicaciones -Telecom-. Dentro del término de cinco (5) días hábiles contados a partir de la fecha de celebración del contrato de empréstito, el Presidente de la Empresa Nacional de Telecomunicaciones -Telecom- por conducto del Ministro de Comunicaciones, enviará copia del contrato respectivo al Ministerio de Hacienda y Crédito Público -Dirección General de Crédito Público- y el Departamento Nacional de Planeación.
