El Gobierno dará instrucciones a las autoridades locales del puerto de Santa Marta para que faciliten a la Compañía la ejecución de la obra de que se trata, y la Compañía queda autorizada para verificar sondajes, inspecciones, usar explosivos, etc., y para cuanto considere necesario al cumplimiento de sus obligaciones; y la Compañía podrá también depositar el material removido en cualquier punto de la misma bahía, siempre, eso sí, que con ello no se reduzca la profundidad de las aguas navegables a menos de treinta y cinco pies en bajamar.
