° El empréstito que el Gobierno contrate conforme al artículo 6.° de la LEY 77 de 1912 , podrá verificarse con las siguientes condiciones: descuento inicial, quince por ciento (15 por 100) interés anual, siete por ciento (7 por 100) anual.

Para la realización de las obras del puerto de Tumaco se concede al Gobierno la misma facultad otorgada por el artículo 6.° de la Ley citada, con las condiciones expresadas aquí.
