El Ministerio de Minas y Petróleos determinará los volúmenes de producción que los explotadores deban vender para la refinación en el país y fijará los precios correspondientes. Cuando el Gobierno autorice que parte del crudo que se adquiera para refinarlo en el país se pague en moneda extranjera, el Banco de la República venderá, previa licencia de cambio, las divisas a que haya lugar, a la tasa que fije la Junta Monetaria.
