Art. 25.° La entrega de las encomiendas de dinero o valores que deban entrar por las oficinas postales, se harpa por el respectivo empleado encargado del despacho de las encomiendas en las Administraciones que lo hubiere, a presencia del Administrador; i en las que no lo hubiere, por el mismo Administrador, a presencia de alguna de sus subalternos, o de un testigo, si asi lo exijiere el conntratista o conductor, o lo creyere indispensable el empleado.
