Por virtud de este decreto, se cederán a favor del Ministerio de Minas y Energía o en quien este delegue, todos los derechos de recuperación de los recursos invertidos por Carbocol S. A., en actividades de exploración y/o explotación y que a la fecha de expedición de este decreto no se hubieren adjudicado, ni iniciado ningún trámite de contratación.
