El Banco Central Hipotecario, el Instituto de Fomento Industrial, establecerán las condiciones compensatorias autorizadas en el artículo 25, para los préstamos que otorguen a partir del término indicado en el artículo anterior con sumas originadas en los Bonos de Valor Constante para Seguridad Social. Las demás entidades públicas, a las cuales se confiera en el futuro las administración de fondos de este tipo, establecerán las condiciones compensatorias aludidas en el inciso anterior, antes de iniciar las operaciones crediticias consiguientes.
